By ‘off-sale’ I mean the opposite of ‘on-sale’, i.e., beer/wine/liquor sold for consumption elsewhere. The city of Oceanside has made it illegal for stores in a certain area of town to sell alcohol after midnight. The curfew extension does not apply to bars in the same area, they are still permitted to serve util 2AM, It also does not apply to the entire city, some stores are still permitted to sell until 2AM. These stores are licensed by the state to sell until 2AM. Is this sort of thing within the city’s legal purvue to impose?
